International Comparative Study of Asset Building Support Business for Low-income Class Including the People with Disabilities

Abstract
This study is a basic study for the development of a model for supporting the asset building of the people with severely disabilities, comparing and analyzing cases of the USA, UK, Canada, and Japan including Korea. In order to compare these, we compared the cases of domestic and foreign asset building support projects by selecting common criteria such as legal basis, support object, contribution method, contribution amount, subscription period, receipt amount, use place, financial service and financing. In Korea, the Ministry of Health and Welfare and the Seoul Metropolitan Government conducted savings-type asset-building projects targeting low-income households, while the United States, the United Kingdom, and Canada conducted savings-type assistance schemes in Japan. appear. In addition, the United States operated an ABLE account, and Canada had an asset-building support business that was directly focused on people with disabilities, such as the Registered Disability Savings Plan (RDSP). As a result of comparisons according to asset building methods, they were classified as matching type, labor - linked type, pension insurance type, and overall asset management type. appear. Based on the results of this study, implications for the development of the asset building support business model for the people with disabilities are suggested.
